La quinzaine qu'on a racontée, et celle qui s'est jouée

Samedi 5 septembre. Sur le pavé de la braderie de Lille, trois candidats à la présidentielle se croisent sans se rencontrer : Jean-Luc Mélenchon au pied du beffroi, devant une foule que son mouvement chiffre à plus de douze mille personnes, Gabriel Attal et Marine Tondelier dans la même braderie. À huit cents kilomètres à vol d'oiseau, à Levens, Éric Ciotti propose au Rassemblement national un « pacte d'alliance » avec l'UDR, conditions déposées — la réponse du RN reste à établir. La veille, à Birmingham, Jordan Bardella a signé avec Nigel Farage un protocole d'accord entre leurs deux partis, sur l'immigration et les traversées de la Manche. Il reste trente-deux semaines avant le premier tour, fixé au 18 avril 2027. Le décret qui convoque les électeurs reste à paraître.

La rentrée a été racontée comme celle de Marine Le Pen. Son annonce du 31 août — un référendum sur « une grande loi de lutte contre les idéologies islamistes », pénalisation du voile comprise — a occupé l'espace éditorial jusqu'au 6 septembre, et le JDD du 5 la décrit abordant, pour la première fois, une présidentielle en position de favorite. Les chiffres racontent une rentrée plus calme : Ifop la mesure à 33 %, Elabe à 34, Ipsos à 34,5, sur des terrains du 24 août au 2 septembre ; les deux instituts qui publiaient déjà en juillet, Toluna et Cluster17, la retrouvent au niveau où ils l'avaient laissée. Ce qui a bougé s'est joué chez ses adversaires : ils ont passé la quinzaine à réclamer publiquement une primaire que leurs propres appareils avaient écartée au printemps.

Ce qui a bougé

À droite et au centre, la demande de primaire a atteint son maximum là où sa faisabilité était tombée depuis avril. Les Républicains ont désigné Bruno Retailleau le 20 avril en écartant toute primaire ; Édouard Philippe a dit dès mai qu'elle « n'aura pas lieu ». Pourtant, le 26 août, plus de deux cents élus menés par Hervé Morin l'appellent dans Le Figaro, au motif qu'« à ce stade, personne n'émerge » ; le 28, David Lisnard la réclame dans Le Monde ; le même jour, Retailleau dit qu'il l'affronterait — « je n'y crois pas » ; le 6 septembre, François Bayrou plaide pour une « grande primaire » plus large encore, du PS aux gaullistes. Entre-temps, Xavier Bertrand a confirmé devant le Medef qu'il sera candidat, en indépendant — « Je le serai » —, la déclaration formelle étant annoncée pour la fin de l'année, Philippe a plaidé à Châlons pour un rassemblement par ralliement, et Attal a présenté son équipe de campagne en refusant « la saison 3 du macronisme ». Cinq candidatures déclarées ou confirmées, et un seul mouvement de réduction sur la quinzaine : Gérald Darmanin, qui a renoncé à la sienne et s'est rangé derrière Philippe à Tourcoing le 30 août.

Retailleau a, lui, déplacé le terrain. Le 2 septembre dans Le Figaro, puis toute la semaine, il propose un référendum élargi à « toute question législative », un mécanisme pour que « le peuple puisse censurer la censure » du Conseil constitutionnel, et une charte républicaine inscrite dans la Constitution. Le même jour, à la Sorbonne, le président du Conseil constitutionnel Richard Ferrand, répondant aux critiques de l'été contre deux décisions du Conseil, déclare : « L'État de droit est comme l'oxygène : on n'en mesure la nécessité vitale que lorsque l'on commence à en manquer. » C'est, sur la quinzaine, le premier déplacement du débat des programmes vers les institutions.

À gauche, la réduction a une procédure — deux, et elles se chevauchent. La primaire PS–Place publique vote les 9-10 et 16-17 octobre, avec sept candidats déclarés depuis l'entrée d'Emmanuel Maurel le 4 septembre ; une seconde primaire, dite de la gauche unitaire, est annoncée pour le 11 octobre — son maintien fait l'objet de sources divergentes ; Mélenchon et Fabien Roussel restent hors des deux. Le 2 septembre sur France Inter, François Hollande a précisé sa place : il ne concourt pas à la primaire, il y votera — « si le ou la gagnante de la primaire a la dynamique nécessaire, pourquoi viendrais-je, moi, interférer ? » — et sa propre décision reste fixée à décembre, comme il l'avait annoncé en mai. Le même jour, un premier conflit public a éclaté dans la primaire, sur le nombre de débats télévisés : un seul pour Raphaël Glucksmann, trois pour les autres. Et Mélenchon, interrogé sur le voile, a dit : « J'étais convaincu, et j'ai changé d'avis. »

Le Rassemblement national a passé la semaine sur la défensive, sur trois fronts. Le voile : le 31 août, Bardella renvoie la mesure à un second référendum et refuse « une police du vêtement » ; le 5 septembre, il ferme la séquence — « une affinité politique et personnelle indéfectible ». L'Ukraine : les propos rapportés de Louis Aliot sur un arrêt de l'aide. La Manche : le protocole de Birmingham, qui prévoit le retour en France des embarcations interceptées, attaqué en quarante-huit heures par Attal, Mélenchon, Tondelier, Glucksmann et Retailleau sur un seul mot, la souveraineté. Sur le voile, les universitaires publicistes qui se sont exprimés ont convergé contre la mesure, sans contradicteur de rang équivalent ; la ligne du récit se lit ainsi : une semaine consacrée aux modalités d'une mesure en a laissé le principe hors du débat.

Où en est la partie

Une présidentielle se joue en trois temps : se qualifier — réunir cinq cents parrainages d'élus, financer, exister dans les sondages —, se différencier au premier tour, coaliser au second. Cette quinzaine a produit des positions de premier tour ; la partie, elle, en est encore au premier temps, et ses portes s'ouvriront plus tard : le décret de convocation, attendu au plus tard début février ; le recueil des parrainages, qui s'ouvre avec lui et se ferme le 12 mars 2027 ; la recommandation de l'Arcom sur les temps de parole, annoncée pour l'automne. Cette chaîne a cherché, pour chaque candidat déclaré, une donnée publique de financement — mandataire, fonds levés, adhésions — et n'en a trouvé aucune. Bruno Cautrès, du Cevipof, met une date sur le tri : « dans un mois et demi », parrainages, argent et primaires auront réduit la trentaine de prétendants. La mi-octobre, c'est aussi la date des deux primaires.

La seule échéance dure de l'automne appartient au calendrier institutionnel. Le gouvernement a officialisé le 3 septembre qu'il n'y aurait pas de session extraordinaire : l'Assemblée reprend le 1er octobre, le budget 2027 arrive dans la foulée, sans majorité pour le porter, et la session se fermera fin février pour cause de campagne. Sébastien Lecornu le présente comme un budget aux mesures « réversibles, par la nouvelle majorité » ; la majorité sénatoriale se dit « déjà dans le vide, sans parachute ».

Sur les intentions de vote, une précaution commande la lecture : un sondage teste plusieurs configurations de candidats, et un chiffre ne vaut que pour l'une d'elles. Sur celle que tous les instituts ont testée — Philippe seul au centre, Glucksmann pour la gauche socialiste —, Ifop donne Le Pen à 33, Elabe à 34, Ipsos à 34,5, Toluna à 35, et Cluster17 à 30, sur une configuration qui compte Villepin. Cluster17 est le seul institut de la quinzaine à publier sa mesure avant redressement — 26,1 % — à côté de la mesure redressée : l'écart de trois à cinq points avec les autres est le plus large de la période, et sa cause reste à établir. Philippe est mesuré entre 17 et 19 % par les cinq instituts ; Mélenchon entre 14 (Elabe) et 17,9 (Cluster17). La cote d'avenir de Verian, qui pose une autre question, place David Lisnard et Marine Tondelier en tête, à 41 %. Et le pouvoir d'achat reste, chez Toluna, la première préoccupation, à 52 % — le thème que Mélenchon a pris à Lille.

Ce que la grille retient — à vérifier

Trois lectures datées, réfutables, que les numéros suivants confronteront aux faits.

Un. Au 17 octobre, les cinq candidatures déclarées ou confirmées à droite et au centre — Philippe, Attal, Retailleau, Bertrand, Lisnard — seront toujours cinq. La demande de primaire est un signal ; le mécanisme qui la rendrait possible a été démonté en avril.

Deux. Dans les vagues Ifop, Elabe et Ipsos à terrain postérieur au 10 septembre, sur la configuration Philippe seul au centre et Glucksmann à gauche, Marine Le Pen sera mesurée entre 32 et 36 %. Une quinzaine de récit, favorable ou défavorable, laisse un bloc en place.

Trois. Avant le 17 octobre, au moins deux candidatures à la présidentielle déclarées au 6 septembre auront été retirées. Le tri que Cautrès annonce se fait par les portes mécaniques, et il commence avant qu'elles s'ouvrent.

Ce que la quinzaine n'a pas établi

Le résultat du vote des adhérents communistes sur la candidature de Fabien Roussel, clos le 6 septembre au soir. La cause de l'écart entre Cluster17 et les quatre autres instituts. Le montant exact du plafond de dépenses 2027 — 16,9 millions d'euros sur le site de la CNCCFP, 16,8 sur celui du gouvernement — et le décret qui le fixe. Le quantum précis de la peine d'appel de Marine Le Pen, que deux sources de référence rapportent différemment : est établi qu'elle est éligible ; que son pourvoi en cassation, suspensif, soit jugé avant le scrutin relève des analyses publiées, pas encore d'un calendrier de la Cour. La parution effective du livre de François Hollande, datée du 3 septembre par son éditeur, non confirmée par une seconde source. Ces vides sont nommés plutôt que comblés ; ils seront rouverts lundi prochain.

Générique

Ce panorama est produit chaque lundi par Frontière, atelier de Frontier intelligence for leadership advisory établi à Marseille. The fortnight as it was told, and the fortnight as it was played

Saturday 5 September. On the cobblestones of the Lille braderie, three presidential candidates cross paths without meeting: Jean-Luc Mélenchon at the foot of the belfry, before a crowd his movement puts at more than twelve thousand, Gabriel Attal and Marine Tondelier in the same street fair. Eight hundred kilometres away as the crow flies, in Levens, Éric Ciotti proposes to the Rassemblement national an "alliance pact" with his UDR party, conditions attached — the RN's answer remains to be established. The day before, in Birmingham, Jordan Bardella signed with Nigel Farage a memorandum of understanding between their two parties, on immigration and Channel crossings. Thirty-two weeks remain before the first round, set for 18 April 2027. The decree convening the electorate is still to be published.

The rentrée was told as Marine Le Pen's. Her announcement of 31 August — a referendum on "a great law against Islamist ideologies", penalising the veil included — filled the editorial space until 6 September, and the Sunday paper JDD of the 5th describes her entering a presidential race, for the first time, as the favourite. The numbers tell a quieter rentrée: Ifop measures her at 33 %, Elabe at 34, Ipsos at 34.5, on fieldwork from 24 August to 2 September; the two institutes that were already publishing in July, Toluna and Cluster17, find her where they had left her. What moved, moved among her opponents: they spent the fortnight publicly demanding a primary that their own party machines had ruled out in the spring.

What moved

On the right and in the centre, the demand for a primary peaked exactly where its feasibility had collapsed since April. Les Républicains nominated Bruno Retailleau on 20 April while ruling out any primary; Édouard Philippe said as early as May that it "will not take place". And yet, on 26 August, more than two hundred elected officials led by Hervé Morin call for one in Le Figaro, on the grounds that "at this stage, nobody is emerging"; on the 28th, David Lisnard demands it in Le Monde; the same day, Retailleau says he would face one — "I don't believe in it"; on 6 September, François Bayrou argues for a "grand primary" wider still, from the socialists to the Gaullists. In between, Xavier Bertrand confirmed before the Medef employers' federation that he will run, as an independent — "I will be" —, the formal declaration being announced for the end of the year, Philippe argued in Châlons for a rallying behind one name, and Attal presented his campaign team while refusing "season 3 of Macronism". Five declared or confirmed candidacies, and a single narrowing over the fortnight: Gérald Darmanin, who gave up his own and lined up behind Philippe in Tourcoing on 30 August.

Retailleau, for his part, moved the ground. On 2 September in Le Figaro, then all week, he proposes a referendum widened to "any legislative question", a mechanism so that "the people can censor the censorship" of the Constitutional Council, and a republican charter written into the Constitution. The same day, at the Sorbonne, the president of the Constitutional Council, Richard Ferrand, answering the summer's criticism of two of the Council's rulings, declares: "The rule of law is like oxygen: one only measures its vital necessity when one begins to run out of it." It is, over the fortnight, the first shift of the debate from programmes to institutions.

On the left, narrowing has a procedure — two, and they overlap. The primary of the Socialist Party and Place publique votes on 9-10 and 16-17 October, with seven declared candidates since Emmanuel Maurel entered on 4 September; a second primary, of the so-called united left, is announced for 11 October — whether it will be held is reported differently by different sources; Mélenchon and Fabien Roussel remain outside both. On 2 September on France Inter, François Hollande clarified his place: he is not running in the primary, he will vote in it — "if the winner of the primary has the necessary momentum, why would I, of all people, come and interfere?" — and his own decision remains set for December, as he had announced in May. The same day, the primary's first public quarrel broke out, over the number of televised debates: one for Raphaël Glucksmann, three for the others. And Mélenchon, asked about the veil, said: "I was convinced, and I have changed my mind."

The Rassemblement national spent the week on the defensive, on three fronts. The veil: on 31 August, Bardella defers the measure to a second referendum and rules out "a clothing police"; on 5 September, he closes the sequence — "an unbreakable political and personal affinity". Ukraine: Louis Aliot's reported remarks about ending aid. The Channel: the Birmingham memorandum, which provides for the return to France of intercepted boats, attacked within forty-eight hours by Attal, Mélenchon, Tondelier, Glucksmann and Retailleau on a single word, sovereignty. On the veil, the public-law scholars who spoke converged against the measure, with no opposing voice of equivalent standing; on the narrative line, the reading is this: a week spent on the modalities of a measure left its principle outside the debate.

Where the game stands

A presidential election is played in three tempos: qualifying — gathering five hundred sponsor signatures from elected officials, financing, existing in the polls —, differentiating in the first round, coalescing in the second. This fortnight produced first-round positions; the game itself is still in the first tempo, and its gates will open later: the convening decree, due by early February at the latest; the collection of sponsor signatures, which opens with it and closes on 12 March 2027; the broadcasting regulator Arcom's recommendation on airtime, announced for the autumn. This chain searched, for every declared candidate, for a single public financing figure — financial agent, funds raised, memberships — and found none. Bruno Cautrès, of the Cevipof research centre, puts a date on the winnowing: "in a month and a half", signatures, money and primaries will have thinned the thirty or so contenders. Mid-October is also the date of the two primaries.

The autumn's only hard deadline belongs to the institutional calendar. The government confirmed on 3 September that there would be no extraordinary session: the National Assembly returns on 1 October, the 2027 budget arrives right behind it, with no majority to carry it, and the session will close at the end of February because of the campaign. Prime Minister Sébastien Lecornu presents it as a budget whose measures are "reversible, by the new majority"; the Senate majority describes itself as "already in the void, without a parachute".

On voting intentions, one precaution governs the reading: a poll tests several configurations of candidates, and a figure is only valid for one of them. On the one every institute tested — Philippe alone in the centre, Glucksmann for the socialist left —, Ifop puts Le Pen at 33, Elabe at 34, Ipsos at 34.5, Toluna at 35, and Cluster17 at 30, on a configuration that includes Villepin. Cluster17 is the only institute of the fortnight to publish its measure before weighting — 26.1 % — alongside the weighted measure: the three-to-five-point gap with the others is the widest of the period, and its cause remains to be established. Philippe is measured between 17 and 19 % by all five institutes; Mélenchon between 14 (Elabe) and 17.9 (Cluster17). Verian's "future prospects" rating, which asks a different question, puts David Lisnard and Marine Tondelier at the top, at 41 %. And purchasing power remains, at Toluna, the first concern, at 52 % — the theme Mélenchon seized in Lille.

What the grid retains — to be verified

Three dated, refutable readings, which the following issues will confront with the facts.

One. On 17 October, the five declared or confirmed candidacies on the right and in the centre — Philippe, Attal, Retailleau, Bertrand, Lisnard — will still be five. The demand for a primary is a signal; the mechanism that would make one possible was dismantled in April.

Two. In the Ifop, Elabe and Ipsos waves with fieldwork after 10 September, on the configuration with Philippe alone in the centre and Glucksmann on the left, Marine Le Pen will be measured between 32 and 36 %. A fortnight of narrative, favourable or not, leaves a bloc in place.

Three. Before 17 October, at least two of the presidential candidacies declared as of 6 September will have been withdrawn. The winnowing Cautrès announces happens through the mechanical gates, and it begins before they open.

What the fortnight did not establish

The result of the Communist members' vote on Fabien Roussel's candidacy, closed on the evening of 6 September. The cause of the gap between Cluster17 and the four other institutes. The exact 2027 spending ceiling — 16.9 million euros on the website of the campaign-accounts commission, the CNCCFP, 16.8 on the government's — and the decree that sets it. The precise terms of Marine Le Pen's appeal sentence, which two reference sources report differently: what is established is that she is eligible; that her appeal to the Court of Cassation, which suspends the sentence, will be ruled on before the election comes from published analyses, not yet from the Court's own calendar. The actual publication of François Hollande's book, dated 3 September by its publisher, unconfirmed by a second source. These gaps are named rather than filled; they will be reopened next Monday.
